Technical assistance in the choices of urban planning of the Operational Plan (OP), concerning to the transformations of the settlements of five urban areas considered strategic for the future city planning.
The activities have been mainly focused in carrying out an analysis of economic and social feasibility on the areas of strategic transformation (ATS) assessing the social value of the expected changes and measuring the creation of the public value that can be generated. In addition, the conditions for the activation of PPPs were determined and, consequently, the forecasts actually achievable over the period of the OP were included.

Requirements

The municipality of Livorno has identified five urban areas as strategic for the city's future urban planning and economic revitalisation, identifying the need to make planning choices to be declined in the POC (Piano Operativo Comunale - Municipal Operational Plan).

Features

The feasibility study took place in three main phases:
Phase 1: “Transformation scenarios of the 5 strategic areas” which included: the identification of potential for transformation of the areas taking into account compatibility, socio-economic dynamics, planning, the evaluation of the convenience of the possible use of private initiative (PPP) taking into account the proposals put forward by potential private investors in the context of the public notice; the identification of design alternatives, with a maximum and minimum scenario, and of the settable functions, based on the addresses expressed in the POC, and the indications of the transformation sheets.
Phase 2: “Analysis of the selected scenario and procedural options” which envisaged: regarding the scenario that will be considered preferable by the CA, the confirmation of the hypotheses of sizing of the settable functions and the identification of sustainable social/public benefits in the transformation/reconversion in the hypothesis of activation of PPP, the preliminary eco-fin feasibility verification of the selected scenario, the analysis of the procedural and financing options that can be activated for the implementation of the identified scenario and the identification of possible implementation steps of the interventions and related timing.
Phase 3: “Focus on the area of the former ATL - Creative Hangars” (financed by regional ERDF) which saw: the verification of optimal conditions in the social cost/benefit ratio on previous analyses, the search for potential investors for the purposes of activating forms of PPP; the activation of discussions with selected stakeholders and potential investors, the analysis of possible implementation models/paths, with identification of time steps and outline timetable, and identification of management models, support for the preparation of public notice/call schemes for the activation of PPPs and finally the identification of possible managers.
