Implementation of an integrated urban development programme (territorial project) for the Aurora and Barriera di Milano neighbourhoods that integrates tangible and intangible actions and interventions for urban regeneration and redevelopment, support for economic development, sustainable living and improvement of social cohesion, in an area that currently suffers from degradation and marginality.
The interventions, the value of which is estimated to be approximately EUR 30 million, are financed through funds from the PNRR and PONMetroPlus.
Requirements
The Territorial Project for the Aurora and Barriera di Milano neighbourhoods of Turin is aimed at providing the City of Turin with the necessary elements to define a development programme for the areas identified within Aurora and Barriera di Milano in which to implement interventions financed by the PN Metro Plus.
The objective is to combine a cognitive and strategic activity with planning actions in order to link objectives and timing of the activities to what can be implemented with the PN Metro Plus.
The Territorial Project intends to: improve the quality of public space, strengthen proximity networks and services (economic, social, sporting and cultural), favour paths of social and work inclusion, support housing, youth entrepreneurship, promote economic development and cultural vocation and build a positive public image and counteract the sense of insecurity and degradation.
The programme budget allocated is significant (more than EUR 25 million) and is increased by ongoing planned projects and others that may be further activated over time.
Features
The Project is directed at a large and complex area of the city, chosen by the municipality for the social challenges it presents. It was therefore essential to carefully select actions, whether tangible or intangible (localisations, targets, implementation methods, etc.), which were prioritised in terms of their effectiveness in triggering significant changes.
To arrive at the definition of the "Territory Project - PN Metro Plus Torino 2021-2027" dossier, more than 130 activities and projects in the urban context were mapped and 30 local institutions and associations and more than 300 school girls and boys were involved. Actions were also undertaken to facilitate the concertation of objectives and actions with the many municipal sectors involved for social, technical and cultural aspects.
Results
After a thorough territorial analysis and adequate involvement of local stakeholders (schools, institutions, citizens, ETS, etc.) four types of actions were defined: regeneration interventions on approximately 23,000 square metres of arterial roads and public space, support for co-housing solutions for young people with the involvement of the rental market, educational and cultural activities, with an estimated seven cultural interventions financed per year, and finally services to accompany projects and coordinate actions in the area.
