Investment in the construction and management of the Single Metropolitan Laboratory of Bologna and the renovation of the second and third floors of the Nuclear Medicine building of the Maggiore Hospital of Bologna, through the establishment of the project company Labo Gest, for an invested value of € 8.1 million.
The laboratory represents one of the main nodes of the Emilia Romagna network of laboratories, which cover not only the activities for outpatients throughout the reference territory, but also those for inpatients with specialist value. The structure has a surface area of over 4,000 square metres on 4 floors.

Features

Sinloc's activities focused on: review of the bid PEF presented by the partner and structuring of the PEF binding between the partners, support in the drafting of the project contracts, with particular reference to the modalities of energy risk allocation and definition of the most effective formulas for its transfer to the O&M contractor, equity investor in the SPV with an initial minority share and subsequently a majority share, financial arrangement, for the financing of the SPV in the corporate logic during the construction phase and subsequent financial restructuring in "full equity" logic; planning control and budgeting, administrative support, monitoring of operational and financial risks.

Results

Sinloc together with other partners set up Labogest, the project company (SPV), which has contributed to the national homogenisation of the laboratory system. In fact, the laboratory set up represents - together with the laboratory located in Ferrara at the Cona Hospital - the main node of the Emilia Romagna laboratory network, in which not only the activities for outpatients throughout the reference territory converge, but also those for inpatients with specialist value. Furthermore, the development of the laboratory: supports the standardisation of the laboratory system aimed at the development of integrated networks of laboratory points of the Health Authorities in order to guarantee laboratory urgency and equal access of patients to services, enables the strengthening of appropriateness in laboratory medicine, increases and improves the skills in the field of clinical governance, enables the technologisation and efficiency of services.
