The PadovaFIT Expanded project, funded by the European Commission’s Horizon 2020 programme, aims to develop a One-Stop-Shop model dedicated to the energy renovation of private residential buildings, with the objective of promoting private investments in energy efficiency. The project will be piloted in the city of Padua (Italy) and subsequently extended to the city of Timișoara (Romania) and the cities of Smolyan and Vidin (Bulgaria). PadovaFIT Expanded brings together a consortium of 8 partners from 4 European countries: Italy, Bulgaria, Romania, and Germany.
Requirements
The project was established to address the challenges of the building sector, which is currently marked by fragmented demand and supply. Energy efficiency improvements make economic sense and are already technically feasible; however, the main reason homeowners are not investing at this time is due to a market failure. Aggregating demand and supply, combined with innovative financial solutions, is the key challenge that the One-Stop-Shop aims to tackle.
Features
The specific objectives of the project are the following:
1) To identify the enabling conditions (or shipwreck reasons) and EU best practices of Project Promoters that lead financially sustainable, integrated home renovation service schemes, based on public and/or private finance, supporting citizens to target ambitious energy savings
2) Reduce the information asymmetry existing in the private residential energy refurbishment sector and increase the awareness and trust of homeowners and tenants towards existing products, services and players on the market
3) Improve the standardisation of technical procedures in order to reduce costs and improve the quality of offer provided by trustful market operators
4) Improve the financing conditions for energy renovation investment plans offered by the One Stop Shop
5) Develop and implement a one-stop-shop providing home renovation integrated services to citizens in 4 pilot areas in 3 different countries
Results
The project will create a set of enabling conditions to support local actors in embarking on the path of energy renovation and in boosting private investment in the energy refurbishment of private residential buildings. The One-Stop-Shops (OSS) in Padua and Timișoara will continue operations, achieving financial sustainability. The OSS in Burgas and Smolyan will be launched within one year after the project’s completion. Replication is expected to occur in additional local and regional public authorities, in collaboration with financial institutions and private stakeholders, leading to the creation of new public-private partnerships (PPPs). After the project ends, an inventory of reviewed and improved business models, country-specific renovation packages with templates and procedures, as well as training and capacity-building materials, will remain available on the project websites. These resources will be used in online training sessions, webinars, and events, which are a regular part of Climate Alliance’s activities—ensuring long-term training opportunities for public authorities and local stakeholders.
