The RENOVA project aims to create a national network of local hubs to provide support services to public authorities. These services will cover technical aspects such as energy audits, intervention design, quality control, financial engineering, and blended finance schemes, with the goal of implementing energy renovation plans for publicly owned building stock. The consortium is composed of six Italian organizations, with EURAC acting as lead partner. Pilot projects are foreseen in the cities of Vicenza, Rome, Naples, and Brindisi. RENOVA has been financed by the European Union's LIFE Programme under grant agreement N° 101216009.

Esigenze

The renovation rate of Italy’s public building stock remains well below the EU target, as several barriers impede the acceleration of renovation efforts. These include technical barriers (many public authorities lack the expertise to design and implement complex renovation projects), financial barriers (limited budgets), legal and administrative barriers (complex procurement processes and regulatory frameworks), and cultural barriers (lack of awareness or prioritization of energy efficiency). The renovation of public buildings is further hindered by the lack of digitalization in the process, a shortage of professionals, and the ongoing reduction of skilled personnel.

Caratteristiche

The specific objectives of the project are the following:
1. Establish a comprehensive methodology to standardize the operation and quality of the support action through Local Hubs
2. Establish a high-quality territorial orientation and support service for public authorities
3. Set up a central hub to provide support for local hubs
4. Enable local hubs to provide Technical, Financial and Legal Advisory services
5. Define Non-Invasive, Affordable Interventions for specific building classes
6. Formulate a Robust Action Plan for public authorities’ building asset transformation
7. Facilitate Investment Aggregation and Wide Replication of energy efficiency projects
8. Establish a Network, ensuring synergies and interoperability among local hubs and dialogue with policy makers and other stakeholders

Risultati

The main expected results include: 1) The creation of 4 pilot local hubs, distributed nationwide, led by partners well-connected with public authorities and local stakeholders; 2) The establishment of a central hub with partners experienced in technical, financial, and legal sectors; 3) The development of a national network to foster cooperation between local hubs and national stakeholders.
